Every time I try to start, I get the error

The application was unable to start correctly 0xc0000007b.

I've tried various builds and various "solutions" online, but nothing's working.

I feel that I could run Tales of Symphonia possibly better on 64, maybe even switch to the DSP LLE sound and have "perfect" emulation.

It would be nice if you told us what those solutions might be so we don't have to guess.

It would also be nice if you could provide us with your system specs, OS, settings, or any other kind of useful information other than "something is wrong, I get this error message".

Static linking FTW? The SDL/Cg/CgGL.dll is probably 32bit. You need to overwrite them with the 64bit ones.

I've tried replacing the d3dx9_37.dll, running in compatibility mode, running as administrator on builds

2.0
3.0
7486
7718.

Computer specs:
Win 7 64bit home premium.
AMD Athlon 64 X2 3.2GHz Socket Dual-Core
4GB RAM
GeForce GT440 Video Card

Anything else?
Thanks for the help

That's probably where you fucked up already. Don't download dll files from random places, just run the proper runtime installers (or: read the ******* manual)

Install the vc++ x64 runtime, the directx x64 runtime, remove any d3dx9* dll and msvcr* dll files from your Dolphin folder. Try again.

That's working now. Thank you. Looks like I'll need to get a stronger processor to get the real sound emulation up to scratch.
