Yeah, if all a commit does is change something mundane like WX strings for the GUI, that's not likely to affect the save state's compatibility. I was speaking in general, however. I never said all save states between every different revision were incompatible :p Most users here only update every so often, with enough of a gap between revisions where they can see this incompatibility frequently.
