Can't Install the Toshiba Bluetooth Stack

Okay, I really need help with this. I've been trying to install the bluetooth stack from Toshiba so I can use Wiimotes and Pro controllers, but no matter what I do I always get
stuck on "Please plug in the bluetooth device and click the OK button."
I've been following the instructions from Sukid and from this thread and yet I still receive this error. I'm running on Windows 7 Ultimate x64 and I have an on-board Ralink Bluetooth adapter.

Here's what I did:

I got the hardware ID from my bluetooth adapter: USB\VID_148F&PID_3298
I completely uninstalled my adapters drivers, and I restart my computer.
Run the Toshiba Bluetooth Stack 9.10.00 installation for 64-bit computers.
Everything runs good until I get the "Please plug in the bluetooth device and click the OK button."
Following Sukid's instructions, I make a copy tosrfusb.inf and add my bluetooth adapter as so:

TosrfUsb.DeviceDesc167 = "Ralink Bluetooth 4.0 Adapter (RT3290)"
I replaced the the file with the new one in the tosrfusb folder.
I'm still getting "Please plug in the bluetooth device and click the OK button."

Can somebody please help me with this? No matter what I do, it's just seemingly impossible to get this installed on my computer.

This is probably your problem.

Btw aren't Motorola adapters provided with their own BT stack?

So I have to use a dongle? Because FishSticks claimed he got his on-board card to work.

It can come from your adapter itself.
What works for some people doesn't necessarily work for other people
