Trying to play the GC US version of RE4 using the openGL plugin.

CPU-AMD Phenom II X4 965 3.4GHz Quad-Core Processor
GPU-ATI Radeon 5770

Can anyone help me set everything so I can run it at a smooth 30 FPS?

Why not use the Direct3D9 plugin? OpenGL is slow as hell... that is probably your problem. It's a fairly demanding game, but a 5770 should be able to handle it well enough if you use D3D9.

dont use OGL use DX9 or 11

RE4 isn't a graphical demanding game, it's the recent SVNs that is unoptimized which causes slowdowns in some areas. If i rem correctly, early r5xxx revisions runs RE4 pretty well, just that audio is not syncing. Recent revisions improved some of the audio sync, but causes slowdown in some areas. It's always something improved, and then something else breaks.
PC specification:
CPU: AMD Phenom II x3 720 @3.3Ghz
Mainboard: Biostar TPower N750
Ram: 2Gb Crucial DDR2 800
Graphics: Asus GTX260 Glaciator
Audio: Creative X-Fi Titanium
Storage: 320Gb Western Digital Caviar Blue
