Can't Get Frame Skipping To Work...

I'm trying to play Pokemon Battle Revolution but it runs at about half the speed, when I enable frame skipping it doesn't seem to work at all, in fact it looks like it gets worse.

The game looks like its running smooth but all the animations and camera movements are like slo-mo, the game runs about 30-40fps on my machine, if I could just skip every other frame it would be perfect, how do I get it to work?

Turn frame-limit on

PC Specs:
Intel® Pentium® D - 3.00GHz
1GB RAM
Windows XP Professional x32

What he means is turn use fps for limiting on.

It didn't work, the only difference is it doesn't lag when I turn frame skip on, but it still runs the game at half speed even when I turn it up to 9.

Frameskipping should make the game run at a lower framerate in exchange for improving gamespeed.
