Can't boot Super Mario Sunshine in anything but native resolution.

I just updated to the latest dev version 5.0-5815 and wanted to try out the new mipmap code in Super Mario Sunshine but I can't get the game to boot in anything else than native resolution.
After booting the game I can increase the resolution to 3x using the hotkeys. My settings look like this.







I also can't seem to get rid of the pixelated goo. Scaled EFB Copy is off in the ini.
