My PC is

Windows 7 x86
Intel® Pentium® Dual CPU E2200 @ 2.20GHz
Ge Force GT 730
2.00 GB RAM

And version is: 4.0 x86

And if I can, can you please show me the Proper settings of Dolphin Emulator
so I can run it at full. And is it Dangerous for my PC run it ( If it cannot run the game at less than 30 FPS )

Your PC is very old and we don't support anything less than dolphin 5.0 so I wouldn't be very optimistic.

TL;DR, no. You seriously need to upgrade.
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.
