Can my laptop emulate dolphin with full speed?

And I guess, I can't run Dolphin with my PC that has 32 bit system.
So, can Xenoblade Chronicles and The Last story run with full speed on my laptop? It has:
OS Windows 8.1 64 Bit
CPU AMD A10-5745M @2.1 GHZ
GPU AMD HD 8610G
RAM 4GB

I tried Monster Hunter Portable 3rd HD with PPSSPP before and it was so lag, so I don't think Dolphin can run those two games with full speed on my laptop. But what do you think?

I don't think that laptop can run any dolphin games at 100%, much less TLS

The last story won't run anywhere near full speed on your laptop and i doubt most games will

The Last Story wants a 4+ Ghz intel cpu, so a cpu that is 3-4 times faster than yours.
