If you want to go with a low budget PC using a Pentium CPU, get a G3220. That's the Haswell version of the G2030. It's the same price, but will give you way better performance in Dolphin due to some wonderful Haswell improvements over Ivy Bridge that Dolphin loves.
You can always go up to the G3430, it's a little bit more expensive (like $30), but is usually what we recommend for a Pentium CPU, as it's closer to the i3-4130, which is stronger than an i5-3570k with an overclock.
If you want to spend a little more, go for the previously mentioned i3, or step it up to an i3-4340.
