Can i run smoothly Dolphin while recording?

I`m sick of my very slow laptop,and soon i`ll build my new low budget PC
Specs
CPU:Intel Pentium G2030(3.0 GHz,2core)
GPU:Sapphire Radeon R7 250
RAM:8 GB Corsair CMV4GX3M1A1333C9 1333mhz
Mobo:ASUS P8H61-MX USB3

So,will this pc be able to run smoothly games with recording?

No. And if it´s even possible with that processor, it would depend on the game you´re going to record.

Well,i was planning to record games like the two Pokepark games,Beyblade,the wind waker,just dance(maybe using a real wiimote xD)

If you want to go with a low budget PC using a Pentium CPU, get a G3220. That's the Haswell version of the G2030. It's the same price, but will give you way better performance in Dolphin due to some wonderful Haswell improvements over Ivy Bridge that Dolphin loves.

You can always go up to the G3430, it's a little bit more expensive (like $30), but is usually what we recommend for a Pentium CPU, as it's closer to the i3-4130, which is stronger than an i5-3570k with an overclock.

If you want to spend a little more, go for the previously mentioned i3, or step it up to an i3-4340.

Since dolphin uses two cores, and usually works them at close to 100%, anything else running on computer with a dual core processor will slow down your game. With four cores, you can record or even have someone else surfing the web and what not on a separate screen with no impact on dolphin. The idea of a G3220 and a $60-$70 motherboard is pretty tempting though. I didn't realize you could get a decent cpu for dolphin for that little.

Get an Nvidia Gpu. They allowed desktop recording in their new driver update. It doesn't hit the cpu hard and barely hits the gpu(5-10%) so that is your best option for recording dolphin with your current cpu. I'd recommend either a GTX 660 or 750ti. Both perform similar(except the 750ti uses a lot less power which is great.) And they both support shadow play which is what the software will need.

Actually i said LOW budget PC,the R7 250 is the best i can get with my budget,nearly 500$ excluding the desktop and all that stuff...

Is there a nvidia gpu that has nearly the same price and power with the r7 250 that supports shadowplay?

I have doubts about that CPU, most demanding games won't run at full speed with it.

Most games will . Base on Dolphin Benchmark , i7 4700MQ @ 3.2~3.3GHz is slower than i3 4130 @ 3.4GHz
Pentium Haswell is basically an i3 Haswell without Hyperthreading , lower clock speed , weaker integrated GPU
Pentium G3220 @ 3.0GHz should perform a bit better than i5 4200M @ 3.0GHz (Hyperthreading is useless for Dolphin , sometimes it even decrease performance in Dolphin)
Demanding games are out of the question . Keep in mind that :
