Specs:
AMD FX-4100 Quad core 3.6ghz
8gb Corsair DDR3 1333
GeForce 8600 gts
Windows 7 64-bit
Dolphin build 3.0-601 64-bit

I'd like to be able to run games like Legend of Zelda: Windwaker, Super Marion Sunshine, and possibly Twilight Princess (GC) at standard resolution Playably. 40 fps would be nice. Could I expect this kind of performance? Better? Worse? I'm new to Dolphin, because this is the first time I've had a PC that had a chance at emulating GC.

Well, your GPU is enough for 2xIR (720p). Wink But your CPU... AMD Faildozer doesn't perform well at all with Dolphin. Even an AMD Phenom beats the Faildozer.

Well, with the right settings and a little overclock, you should be able to play this games, but i can't name details. Maybe an other user can.

I know the dozers are a bust, but it was free and performs better than my Athlon x64 single core 2.2ghz
Any Other advice/opinions/information is welcome.

It should handle 20/40fps for the games you listed in some places but be aware of places like hyrule field in twilight princess
......?????
