Can I run dolphin without directX update?

In your link is next link: A portable version of Dolphin 3 emulator - With Microsoft Visual C++ 2010 Redis (http://forums.dolphin-emu.org/showthread.php?tid=18286) but why i cant download that? Link has expired?
Now, when i know (because you helped me) that i can put needed binaries to Dolphin's directory i can build own portable version. But how i can know which binaries Dolphin's using?
