Will my pc be able to run dolphin?

Here's my specs:

OS: Windows 7 x64 SP1.

CPU: Intel Celeron G1610 2.6 GHz Dual‑Core Processor.

GPU: Zotac-Zone Edition NVIDIA GeForce GT 630.

RAM: Crucial DDR3-1600 8GB.

You should be running 64-bit Windows so you can take advantage of the many speed improvements that are only found in the latest development build.

Agreed. Dolphin stopped supporting 32-bit Windows so you essentially miss out on a lot of features and improvements. We also can't help you much otherwise.

Your hardware is also a bit on the weak side. It might be fine for less demanding games without a big bump in resolution. YMMV, since I'm not too familiar with the performance of Celerons and Dolphin.

I can guarantee that the program itself will launch once you upgrade to 64bit

Beyond that, who knows

I'd say as long as you don't try to upscale your resolution, you should be fine for most games. Demanding games may be iffy.

You should probably but not on demanding games (such as Mario Galaxy), I had a GT620 (now an r9 380) and I can guarantee Melee would run at 60fps at 2x
