You will be able to run Mario Kart Wii and Super Mario Sunshine on almost anything out there that's somewhat decent, and the latter processor you listed will run them fine. If you want to play Super Mario Galaxy without crashing (use LLE) you will need an i5 3570k @4.2GHz for full speed. You could run that game at a decent speed with the latter processor you talked about getting but with HLE, meaning it will crash a lot so you would need to save frequently.
PC Specs
CPU: AMD Ryzen 5 1500X 3.5GHz
GPU: Nvidia GTX 1060 6GB
RAM: 8GB 2400MHz DDR4
OS: Windows 10 64-Bit

Best deal for Dolphin: 3570k (or 3770k)
Good alternative: 2500k
Last possibility: wait for Haswell Big Grin

My previous cpu was a q6600. I can promise you that it will not run mario kart wii well. Sunshine I don't know about since I never tried it. I would imagine that it would fare better though.

He doesn't have the money.

@moise008
Either save up for a few years to buy a modern cpu or get the q6600 to tide you over until then. But understand that while the Q6600 will be a huge improvement over what you have now you still won't be able to run most games at fullspeed. So you will still need to upgrade to a modern cpu eventually. I would only do it if you can get it for fairly cheap on ebay. I also think that as a temporary solution an E8400 (high end core 2 duo) or something similar would be a better idea.

And like you mentioned you could also buy a wii instead to tide you over until you purchase a modern cpu.
