I could find no option to do that, I'm pretty sure I got the most recent version. Where are the frame options? Is it available in another version?

Due to what Dolphin is emulating, Frameskipping did nothing to improve performance in Dolphin when it worked at all and introduced all manner of bugs and problems. So we removed it long ago.

Plus you'll be dealing with a much slower version of Dolphin and your performance will probably be worse, not better, not to mention how buggy 4.0.2 is compared to modern Dolphin. I'm not sure it ever worked properly in all cases, or if it did it was ages ago. In an issue years ago I said it had flickering with virtual xfb on every version I tested including 4.0.7409 and 3.5. And it definitely behaved strangely with odd frameskips on 30fps games.
I think it technically worked with disable xfb? You would have to be GPU limited to actually benefit. And what I remember from when I used a i3-3110m/intel hd 4000 (stronger CPU, weaker GPU) it would only rarely help. The only game I remember actually using frameskip to get fullspeed on was NSMBWii on OGL. D3D11 was fullspeed without frameskip but showed a driver bug. Even then, I think for most games I was mostly CPU limited. 12-17-2022, 04:31 AM
You may have some luck of getting more performance by down-clockin the emulated GC CPU. Note this can and will introduce problems/crashes/issues in emulation depending on the game and how low of a value you set.
If you go to Settings > Advanced > Clock Override > and "Enable Emulated CPU Clock Override" and then turn the slider to a value less than 100%, you may get some more performance if the game didn't push the GC CPU/GPU to the limits. Go easy and decrease it in small steps and see if the game stays stable. Your best best is still getting newer hardware if you can, even if that hardware is used and from a newer generation of processor 12-17-2022, 06:59 PM
Since it wasn't mention yet, He could try to overclock the Pentium Dual-Core CPU E5200 to something like 3.0+. That might help a little bit assuming the motherboard has the options and his cooling is decent for it. Since it doesn't cost anything extra try assuming he careful not to just jump the voltage to much and damage his cpu.
