When you open Dolphin, click on the GCPad button to configure Gamecube controllers, or click on the Wiimote button to configure emulated Wiimotes. For Wiimotes, you need to select which Wiimote you want and hit the Confirgue button. There should be an option to select a Device; select your keyboard from the drop-down list. Now click on whatever button you want to configure, e.g. the A button. It should say "waiting"; press a key, and Dolphin will now map that key to the button.
