Can I pernamently speed the game up?

Is there a way to speed the game up pernamently? Without holding tab all the time.

You can change the Speed Limit setting under Config > General.

Yes if you go to options I think, there will be a frame skip option

Dolphin doesn't have any option called frame skip, and frame skipping isn't what the thread creator was asking for anyway.
