OC the processor to about 4.0-4.5 GHz if you can; that is, if you've got a decent aftermarket cooler on there
AMD Ryzen 7 3700X @ 4.2 GHz | MSI GTX 1070TI 8GB | 32 GB DDR4 @ 3000 MHz | Windows 10 Pro x64 | Dolphin 5.0-10886

Definitely overclock the cpu if you can. With my old fx 8350 some games like smash bros for the wii had stuttering issues even at 4.6ghz but this was years ago around when the 8350 first came out. Pretty sure newer builds would have alleviated those problems.
Intel i5-4690k @ 4.6 GHz | Gigabyte GTX 970 4GB G1 | 8 GB DDR3 @ 1600 MHz | Windows 10 TP | Dolphin 4.0-6811
