Call of Duty Black Ops Nintendo WiFi Connection

Has anyone successfully connected to the Nintendo WiFi Connection with Call of Duty Black Ops? I followed the guide below, expect I did not do a NAND and keys.bin dump, since I am not planning on buying anything, etc... Do I still need to do that? When the game gets to the multiplayer menu, sometimes it hangs and sometimes it lets me select the Nintendo WiFi Connection and then it hangs. I left it for over 30 minutes and it never recovered. Any help / suggestions would be greatly appreciated.

You need the keys.bin dump to get online. No way around it.

Ok, I did the NAND dump using HBC and BootMii following this guide: https://wiki.dolphin-emu.org/index.php?title=NAND_Usage_Guide. Note that I did not replace the User\Wii\shared2\sys\SYSCONF file, as the guide indicated not to replace it.

It is still freezing. Do the PEM files have to be under the User\Wii directory or a different directory?

Actually, COD locks up at the menu, not just if I try the WiFi Connect... err.

Make sure you're using the correct Wii folder. We recently changed stuff so that the Wii folder is stored globally by default, cf. https://forums.dolphin-emu.org/Thread-green-notice-development-thread-testers-wanted-global-user-directory .

Ok, that is interesting. I am running it off an external drive, I assumed it was portable. I see that it did create the C:\Users\<username>\Documents\Dolphin Emulator\Wii directory. Should I be putting the NAND dump and PEM in that instead the dolphin-master-3.5-2143-x64\Dolphin-x64\User\Wii directory that I have on my external drive?

Still no love. The menu locks up after I go into the COD multiplayer menu. I don't have to select anything.

Just to recap. I am using dolphin-master-3.5-2143-x64. I extracted the 7z file on my external USB 3.0 hard drive. I downloaded the latest firmware and extracted the PEM files. I did a NAND dump via HBC and BootMii. And placed the files under the C: users as suggested.
