Hey i was wondering if these specs are good to play games like mario sunshine and also zelda windwaker on full speed. Also if i could play sims 3 on ultra settings max.

Intel i7 4770 3.4ghz turbo up to 3.9ghz
8gb ddr3 1600 ram
Nvidia geforce gt 635

I want to upgrade gpu in the future but i was wondering if its ok as is to do the things i stated above.

To play all those games, just get i5-4670K + any high quality Z87 mobo. i7-4770K is simply overkill. Same about the RAM, 4GB is enough.
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

It's an i7 4770 , not i7 4770k though
i7 4770 can't be overclocked . It's weaker than i5 4670k in Dolphin

On WW and SMS, it would probably do well, but in TS3 it may struggle since games made by EA are demanding.

Max what ? Max settings ? No
GT 635 is a joke
If you want to max out Dolphin or close to it : i5 4670k @ 4.3GHz + MSI Z87 G45 + GTX 780
You better build your own PC , it could save you at least 200USD and you still get the best components as possible
OEM PC components are usually garbage

Then sth like this or that will be better for your money
Intel HD 5200 is faster than GT 635 , i7 version is faster due to higher turbo clock
Laptop:
Clevo W230SS : 3200x1800 IPS | i7 4700MQ @ 3.6GHz (Intel XTU + Triple fan mod) | GTX 860M GDDR5 | 128GB Toshiba CFD SSD | 16GB DDR3L 1600MHz
