Dual Core mobile CPUs are not really fast enough for the games you want to play... focus on the CPUs I mentionned above

i7 3610qm should be ok if you can keep turbo boost 3.1-3.2GHz all the time

Found an i7-3610QM for 1000 but it is coupled with an Nvidia GT 650M. Is that GPU fast enough?

Good enough for 3x IR (1080p) in all Wii/GC games and 4x IR in some Wii/GC games. If you want to play PC games with many details and enhancements, you need a stronger GPU, e.g. the GeForce GTX660M or GeForce GTX670M.

But just for Dolphin, the GeForce GT 650M is a good choice.

In reading benchmarks I think it is; it averages 55 FPS on Skyrim-high, 45FPS on ME3-ultra. Although I seem to remember ATI cards being superior the last time I floated around these forums. Is that still true?

no it's an HP dv7-7012nr. I'll have to couple it with some adding cooling measures and maybe redo the thermal grease job but that's all easy.

There's also a Samsung NP700G7C with an i7-3610qm and a GTX 675M but it's $1395 as well as a few others similarly priced. I'll have to see how much I can talk him down.
Anything else I should look out for/be concerned of?
Also, how difficult is it to run Mario Galaxies, Twilight:Wii, and Wind Waker? Are they super taxing?

might be the samsung then, it has rocking cooling. I may just go a couple hundred over budget. Thanks everybody for all the replies, please let me know if you think of anything else.
