So i have been playing Phantasy Star Online (PSO) on the dolphin GameCube emulator. i had it on my old laptop hard drive. i just built a whole new PC and i did add the HDD from my laptop although its not the main drive. i see the emulator and even the ROM files on the laptop drive which i copied to my new SSD, but when i load the emulator for either from the old drive or the new one i don't have any controller configurations nor the save files of any games. i assume its got something to do with the location of the files but i cant seem to find them. on the old lap top the emulator was on my desktop and it loaded everything just from there. Also the emulator used to load all the ROMs to view upon opening dolphin. now i think the pathway for the files is skewed.

here is my build:

Processor : Ryzen 5 1600

Graphics: Radeon rx 580

SSD: PNY 240GB

Old laptop HDD: some type of toshiba 580 GB

OS: windows 10 Home

Did you place a portable.txt file in the folder of dolphin, if not the setting and save are store in the document folder. Also from my experience dolphin is really picky about location based on it settings. If I run it off a portable drive with a portable.txt file and the drive letter is changed(going to a different computer for example) it will have a lot of problem with game\save location (especially gamecube memory card are troublesome).

i did not place a portable.txt file in the folder of dolphin. do you happend to know what the name of the save file would be? or even the controller config.

If that not the case it would been in the document folder in a folder call dolphin emulator. so assuming you backup this up from laptop you should be able to put this folder in you document folder on your desktop.

i see the folder you are referring to however it still wont load any thing i had previously. also dolphin doesnt seem to recognize the directory with the roms in it.

Did you make sure dolphin using the right memory card saves(the one from you laptop) and didn't just create a new memory card file. If so I not sure of any way to fix corrupted memory cards so you might be force to start over.
