I can actually build one for cheaper... Hell, I built my dad one for $100, and it'll actually run dolphin to an extent lol...

Edit: Oh hell don't get a 9400, it's the worse price/performance ratio you can get on a GPU. Go lower or higher, but DO NOT GET A 9400.

The one in your first post? Just remember to pick up the PCI version (you might have already known that)

the only cards i would ever buy (not ever but in general) would be a 9800, 8800, and a 260. These are good price/performance cards

Doesn't exist. PCI isn't fast enough for them.

And an 8800 will run you ~$300 USD. (And no, it's not worth it. My $200 GTX 260 completely decimates 2 of those in SLI)
