If you want a cheap - powerful PC , don't buy pre-built PC but build it yourself
If you give me information about your budget (how much you can pay ?) and where will you buy (Online shopping sites like amazon , newegg....), i can help you choose parts to build

This is really bad . A10 is a low to mid-range CPU while i5 is a high-end CPU , GT 610 is garbage while GTX 650 is a mid range GPU

I ask again . How much can you afford to spend ?
GPU : 6670 GDDR5 < GTX 650 < 7750 GDDR5 ( 6670 GDDR5 is much better than 6670 DDR3)
CPU & Mobo
Excellent : i5 3570k @ 4.2GHz(not i5 3570) + Asrock Z77 Extreme 4
Good : i5 3350P @ 3.7GHz (using Asrock no "k" overclocking function) + Asrock Z77 Pro 4
Budget : Pentium Ivy Bridge G2120 @ 3.1GHz + Asrock B75 or Gigabyte B75
Base on Dolphin Benchmark , G2120 is a bit faster than A10 5800K @ 3.8GHz ...

3570k is currently the best choice for Dolphin. And GTX 650 is an excellent card. What else? Big Grin

Z77 MoBo to overclock your 3570k (since you plan to play demanding games).

500W PSU or better.

Good cooling system (Hyper 212 EVO for example)

And make sure you don't buy a cheap/crappy 500W PSU from unknown manufacturer but get a good brand PSU like Seasonic S12II 520W . A crappy PSU could kill your system
