The Phanteks cooler isn't necessary. All you really need is a 212+ evo for moderate overclocking. You should be able to hit 4.5ghz on a 212+ evo and keep the temps out of the danger zone.

On a side note my evo fan went bad 2 months after using after the sleeve bearing went out and made really annoying noise.
