You want the highest clocked Haswell i5 you can get. If you want all playable games to run at fullspeed, then you'll want an i5 4670K with a Z87 motherboard and CoolerMaster Hyper 212 Evo so you can overclock it.

If you already have the GTX 650, then that's great, as it's enough for plenty of enhancements.

If you want more specific advice, it'll help to tell us which games you want to play, as if it turns out you only own 'light' games, then you can save some money by getting a weaker CPU.
OS: Windows 10 64 bit Professional
CPU: AMD Ryzen 5900X
RAM: 16GB
GPU: Radeon Vega 56

hey i have question if i use AMD Proccesor is it good

like this for example

AMD Richland A10-6800K (Radeon HD8570D) 4.1Ghz Cache 4MB 100W only (160$) and
AMD Vishera FX-8320 3.5Ghz Cache 8MB 125W AM3+ - 8 Core (170$)
why AMD Proccesor more cheap than Intel?

is it good for gaming computer and (dolphin emulator of course) is it intel or AMD?
OS:Windows 7 64bit
CPU: AMD FX-6300 3.5Ghz

That build is great for PC gaming, and OK for Dolphin. It really depends on what games you want to play and what settings you want to hit. There is a drastic difference in performance between Intel and AMD's current gen processors in Dolphin. They're cheaper because they're competing with Intel, which has more marketing resources and has a frankly superior product currently. The A10-6800K is a great choice for PC gaming though.
