Budget build for a smash machine

My friend wants to start playing netplay for SSBM and SSBPM, and I'm helping him choose parts for what I'd call a smash machine. What are the least expensive parts he could use to play these games smoothly? What about for streaming/recording these games?

Get a Pentium G3220 and a 750ti. This is the best config for someone on a tight budget. Shadowplay will allow for minimal fps drop while recording. http://youtu.be/JfSJ8LlWZsU

Yes. The GPU in the video was a 550ti I believe so a non ti should be fine.
