I imported my Gamecube saves to my computer as .raw files. I can see the save data on them in the memory card manager, but the data never seems to load in game. The game continues as if it's a brand new memory card, with no save data. When I minimize the game and go back into the memory card manager, it shows the memory card slot is empty.

Is the gameversion (NTSC-U/PAL/NTSC-J) the same as the card version? (MemoryCardA.USA.raw/MemoryCardA.EUR.raw/MemoryCardA.JAP.raw)? If not, then that is your problem. Please don't just rename the card to the same name, as that won't work either. You need the save file for your specific version/country.
