Bought Intel I7 4770k: Still Slow

I'll say Turbo works as it should

The steps are the following if x cores are beeing used:
1: 3,9Ghz
2: 3,8Ghz (Dolphin case)
3: 3,7Ghz
4: 3,7Ghz
(not sure about the last two steps though)
