It happens to me to, and I have Enabled ZTP Bloom Hack 
If u play the game in native resolution u don't notice anything, but if u play it at major resolutions it's a bit annoying
Yes, luigis mansion has the screen covered with this too, and the conduit too.
At least in NTSC versions, I don't know how PAL versions work.
