I bought a knock off wiimote for about 15 bucks, I figured it would atleast be detected even if it doesn't work in dolphin. I can't get either windows or toshiba stack to detect it, they both act like its not even there. Windows bluetooth doesn't detect it and toshiba stack says its unable to aswell. I have tried hitting 1+2, sync, power, even the movement controls. All the controller does is flash 4 blue lights and thats it.

I followed this guide and it never gets detected in step 4 of the "Connecting the Wii Remote Plus" section.: https://dolphin-emu.org/docs/guides/wii-remote-plus-rvl-cnt-01-tr-connection-guide/

Its not a wiimote plus, just a regular wiimote, is that a problem?

Only genuine Nintendo Wiimotes are guaranteed to work with Dolphin. If it's a 3rd-party or fake wiimote, then it's a hit or miss (some may work, some not). In your case it seems that you're out of luck, there's nothing you can do about it other than getting a genuine wiimote, I think =/

But windows itself isn't detecting it. If it was dolphin I could understand it being picky since emulation is quite a mystery. Shouldn't it atleast show up in windows?

The issue might come from your Bluetooth adapter

Is there anything cheap (like 5 bucks) that for sure works with wiimotes? (in between paychecks)

The one I've got is this one: http://www.amazon.com/SANOXY%C2%AE-Bluetooth-Wireless-Adapter-eMachine/dp/B003ULJU2A/

Are some adapters not supported by toshiba stack? I had it installed and it wouldn't pick up my phone or the wiimote, uninstalled it and it picked up the phone, still no wiimote detection though.

Yes. Some adapters are not compatible with Toshiba stack.

Don't expect too much from BlueSoleil :p. At least with Dolphin.

I think the problem comes from your BT adapter. This one will work. To give you an example

That seems kind of hard to find in the US. I am currently working through this list to find anything on amazon/ebay but its not going well.

I have an extra wifi adapter that I can use, is it possibly to use a wifi adapter as a bluetooth dongle?

No, unless it's a combo card (WiFi+BT). Regardless, the BT adapter listed here should work fine (assuming it's a problem with BT dongle, which I doubt since your wiimote is 3rd-party one)...
