I am trying to get Tron Evolution: Battle Grids working on Dolphin at 1440p, but I am running into blurry ghosting around character models in-game. See the attached photos. The characters and text in the menus all look fine.

After doing some research, it seems it could to be related to how Dolphin handles bloom effects when playing at higher than native resolution. I am running the game at 4x native internal resolution which seems to cause the issue; reverting to native resolution fixes the ghosting. Some people online mentioned messing with the EFB settings (specifically Skip EFB Access from CPU) could help, but I didn't have any luck. Other games that have this issue, such as Twilight Princess, have AR/Gecko codes that disable bloom all together that seem to do the trick. I have looked around for codes for this game, but did not find any.

Is there anything I can do to get this not looking so blurry at 1440p? If there is nothing in the Dolphin configuration I can do, does anyone have suggestions for how to isolate the bloom out through codes?

One More Try's custom Dolphin build has a workaround for bloom scaling issue, you can try using it: https://forums.dolphin-emu.org/Thread-custom-debugger-2020
Download Debugger2020_2.7z, extract in your Dolphin folder, run, enable EFB exclusion slider in the advanced graphics options and see if it will have any effect on the bloom ghosting.

Yes, outside of that custom build which basically avoids drawing bloom calls at higher resolutions, I have an alternative solution that is coming 'soon'. Regardless, there's nothing available in the latest version of Dolphin today to allow you to avoid the issue you are facing. It is a common problem.

Yes but that's only part of the solution. The build is there on the PR, just click on "show all checks" and click on the build you want. That being said, I wouldn't recommend playing with that right now. While it works, the UI is buggy and system itself has some design issues. I plan to release a 3rd iteration at some point that will fix all that (assuming something else I'm working on gets approved).
