I'm pretty sure that Tino doesn't have access to a Linux machine, so he only provides builds for Windows. Ishiiruka started out as a final D3D9 branch and has been focused on D3D ever since, so even if you could get it to compile on Linux (which isn't guaranteed), it probably wouldn't work very well, because Ishiiruka's OGL backend hasn't been maintained.
