The only overrated Zelda is Skyward Sword. Basicially the only Zelda game that is below decent.
Yeah, The Wind Waker has it's fair share of issues, but I think the Wii U HD edition did a fair job at addressing a lot of them. Examples such as faster sailing, less using the Wind Waker at sea (hence the improved sail), faster animations for items, improved item mapping (the sail and Wind Waker have permanent buttons for example and do not take up any of your precious 3 item slots). They also did remaster the soundtrack. And most importantly, the tri-force quest has been shortened.
Still... The Wind Waker lacks some dungeons. Only five of them and Ganon's Castle which is some sort of remix of the previous dungeon themes. It is always a downside when a Zelda game does not maintain a reasonable amount of dungeons. Twilight Princess has at least nine dungeons. So does Ocarina. A Link to the Past and A Link Between World have a huge amount of dungeons. Even Link's Awakening and the Oracle games have eight-and-a-half dungeons each. So yeah, The Wind Waker is lacking in dungeons. So does The Minish Cap and Majora's Mask. Even Skyward Sword seems to go down to seven dungeons. It is a different story for Breath of the Wild through since the whole wide world itself is some form of dungeon (not to mention a massive amount of 120 shrines to complete, excluding DLC's).
