And even then most games won't be full speed and audio will be messed up. If you're persistent, you can spend a bunch of time find hacky ways to get various games to run at full speed but it's not particularly enjoyable until you get to that point.
I wouldn't recommend using Dolphin as the basis for buying your next phone. It's unlikely to get significantly faster anytime soon.

Even the most expensive phone doesn't give a good experience on most games right now. If you happen to only play games that are easy to emulate, happen not to hit any driver bugs on that specific device and version, and don't use any features that aren't optimized for the arm64 build, then maybe.
