Depends on your budget. If you can afford it nothing beats a noctua NH-D14.

In terms of quality per price (or bang per buck) which is better? I mean, if I spend those 50 extra dollars on the noctua am I going to see a huge boost over the hyper 212 evo or just slightly lower temperatures in comparison?

Interesting, I didn't know that, but various owners seem to indicate that if you replace the NH-D14's stock fan it is both quieter AND cooler than a Corsair H100. The only downside seems to be its huge size, meaning you have to be careful about how big your memory modules are.
I've seen the Corsair H100i on sale for $90 (it is right now), so it might be the best value overall if you need more cooling than a CM Hyper 212 EVO can provide. Why would anyone use a closed loop system then?
