Hello, I've been using Dolphin, and when playing games, I get lag. The lowest frame rate I noticed was about 31 frames per second in Super Smash Bros Melee and Brawl, and about 11 FPS in DBZ: BT3. The games I want to play are Super Smash Bros: Melee, Super Smash Bros: Brawl, and Dragon Ball Z: Budokai Tenkaichi 3. I've tried all these games, all with lag. In Smash Bros Melee, the lag only occurs in-game, with some lag in the menus, they are slightly rare. In Brawl, the Intro cutscene, Character Select screens, and in-game lag. For DBZ, the game lags everywhere. I need a good configuration that will let me play the games at 60 FPS, no need for HD textures or quality, I just want performance. Here are my specs:

CPU: Intel Celeron 1007U @ 1.50 GHz 2 Cores
GPU: Intel HD Graphics
4 GB of RAM
OS: Windows 8.1
Dolphin Version: 4.0.2

There are other games I would like to play, but these are the three I have now.

If you're on tight budget then :
Pentium G3258 (75$) @ 4.6GHz + Asrock Z97M Pro 4 (100$) + EVGA GTX 750 (non-Ti version ~ 120$) + SeaSonic SS-400ET (400W 80 plus Bronze ~ 49$) + SilverStone PS08B Micro ATX Mid Tower (35$)
The OCed Pentium should have identical performance as i5 4670k @ 4.0GHz since Dolphin is a dual core application . i5 4670k is not good at overclocking btw
Aftermarket cooling unit is not required for overclocking Pentium

For that PC you recommended, do you know what the average frame rates for games are, because I'm also going to get my PC for games and video recording/editing, not just emulation.

PC gaming world : GPU > CPU . A Mid range CPU is enough for all PC games as long as you pair super duper fast GPU with it . Basically , the faster GPU the more speed you get
Emulation : CPU > GPU . No matter how fast your GPU would be , your CPU is always the bottleneck

I noticed under where the signature lies, you have a "modded laptop." Where do you get them? I have always wondered where you can buy a modded laptop.

You buy a laptop, and cut off some bits you don't like and glue on ones you do. It's a little more refined than that, but essentially all you're doing is part swapping where you weren't supposed to be.

You probably wouldn't be changing the CPU/GPU etc, as they're usually soldered on, but instead the cooling or the case.
