I have downloaded throttlestop and startet it with the settings 32 * 100 for 3200 MHz. You can see the configuration attached, while im running mario kart. I have testet mario kart in openGL with vertex hack, but no positive effect. I have about 40+ fps and its stuttering.
While the game is running i have open my intel extreme tuning utility. There is another screenshot attached. There you can see, that the CPU Frequency is correct.
If i try to run the game with direct3d11 i get an error when starting the game.
So whats wrong with my configuration? I am running Windows 8.1 Enterprise x64 with the newest drivers. My System is reinstalled 4 days ago, so no old shit on it
