Not really. IGPs access large blocks of data sequentially. Throughput/bandwidth of ram is important for them but not latency. If latency was important for GPUs we wouldn't be using GDDR5 memory for video ram. Intel IGPs have very good caching though so they tend to not be slowed down by typical system ram throughput limitations.
Besides his system ram is plenty fast for that IGP and he's using a discrete GPU with dedicated video ram.
The problem is that his cpu is just too slow.
