I know that several years ago Dolphin switched its audio model to a more accurate model that fixed a bunch of bugs but had the side effect of causing audio to stutter heavily whenever the frame rate started to dip. I personally don't have much of an issue with this, as I can run most games at a full 60fps if I drop my settings low enough, but my friends and I occasionally stream Brawl netplay tournaments and some of the players have really weak PCs or heavily unstable internet connections that cause bad lag and horrible distortions in the game audio. Is there anything that can be done on the config side on our end to allow audio to continue playing at normal speed when frame rates drop?

Sorry, there's nothing that can be done because audio is tied to the game running full speed.

If you're a spectator streaming, you can pause your emulator (the spectator) and fall behind the other players. Then when you play, you'll be playing at full speed. You'll only catch up to them if they lag a ton; but, you can more or less use pausing to get a 100% smooth netplay recording.

If a person's PC is the problem and they want the game to run "faster" at the expense of framerate, you can have both players underclock the emulated CPU. The game will drop frames (aka, run 30/60 instead of 60/60) but, will run full speed by invoking the game's built-in frameskip. The bad thing is that both players will see the lower framerate, and if one player touches it but not another, then the games will desync.
