Automatic hotkey pressing of load state fails

Using any sort of automated hotkey pressing either doesn't work at all or works initially but causes the action to repeat itself whenever the window regains focus. I've checked with a few different options. Haven't been able to find any workaround.

I can provide more details on the technicals of the things I've tried if that would help.
