Automatic "Continue Without Saving" (Sonic Heroes)

Whenever you beat a stage here, the game is supposed to prompt if you want to save, but without touching anything, the game just chooses "Continue Without Saving" for me and basically have to go completely off of save states whenever I comeback to the game after exiting Dolphin which is obviously not ideal

I've read all the stuff about deleting dolphin.ini or creating a new GC mem card, but nothing seems to have any sort of impact

Unable to reproduce; you may have screwed yourself by using savestates though as some games will corrupt memory cards and whatnot when prompted with them.

What do you mean by "Unable to reproduce"?
also is it perhaps only using savestates in certain situations causing the memory card to corrupt? cause the game was saving fine up until a certain point at which point i got this
"continue without saving"
In any case can one somehow create a new memory card or change some settings to fix this issue with the save states?
