Aspect ratio issue

Running Kubuntu 18.04 and this is what I get when I select "Force 16:9" : https://imgur.com/a/aepzKEm

Refer to profile for further details on system. I did not experience this with Ubuntu 16.04.
Is this possibly a issue pertaining to KDE Plasma desktop environment? Any advice on how I can troubleshoot the issue? I've no clue where to start.

If you switch over to the Gnome desktop environment, do you have the same issue?

I did not experience it with Ubuntu 16.04 which used Unity. I hear it's based on Gnome.

Yeah, something like that. I'm curious if you switch your desktop environment if it has an effect. That or making sure you have the most up to date drivers

I did following to troubleshoot:
- Installed Kubuntu 18.04 on another PC. Launched dolphin master and it did not produce the issue on my other PC.
- I tried with Ubuntu 18.04 drivers and PPA. No noticeable on both PCs, so It's safe to assume that drivers was always up to date.
. Reinstalled master on PC with the issue, no changes. Then I tried stable dolphin and the issue went away:

Seems to me like a issue with master build. I also had a issue with wii controller not connecting, but I haven't extensively troubleshooted that.
