If you get faster speed when using lower IR (2xIR for example) then the problem is not your CPU but your GPU (Edited . I mean a speedup , not the same speed)
6950 should handle most game at 4xIR unless it was underclocked (sleep mode / idle / 2D mode or whatever) . See Post#2 in this thread
Try to add Dolphin.exe to "high performance" or whatever it is in AMD Catalyst™ Control Center
