Are the wip build numbers generated by the buildbot?

I noticed the number would only go up by 1 each time there's a translation update.

number of commits AFAIK.

If a PR with 5 commits gets merged, the build number goes up by 5.

The number goes up by 6 if a PR with 5 commits is merged, because the merge commit is also counted. Because a PR can't have less than 1 commit, a PR merge always increases the number by at least 2. Translation updates are not PR merges, meaning they don't have a merge commit and can increase the build number by only 1.
