Is your computer completely up to date? If so you might need to reinstall your OS.

My computer is up to date, same problem.

Is there any less drastic fix than reinstalling my OS? To be honest, I've never done it before.

Has anybody who doesn't get this error found out where the DLL is supposed to be and where it comes from? It's kind of odd that Dolphin would need a DLL if the developers haven't heard of it.

I'm pretty sure it's a .dll from the visual studio runtime that everyone is supposed to download to run newer versions of dolphin. Sometimes, for whatever reason it doesn't work. From what I've seen, usually due to windows being outdated, but sometimes it can just be messed up.
But that's just my thoughts.

Visual C++ 2015 apps links to msvcrt140.dll and ucrtbase.dll, and MS made them modular so different components can be updated independently. As result, ucrtbase.dll links to another 40 separate DLLs (api-ms-win-***.dll). Visual C++ 2015 Redistributable automatically takes care of that as long as you're installing it on one of the supported OSes (Vista with SP2, Win7 with SP1, Win8 and onwards)...
