anyone knows how to use throttlestop?

does anyone know how to use throttlestop?? ive honestly tried to understand but i just dont get it. my laptop keeps getting up to 96 degrees so it starts to underclock. so im trying to use throttlestop to make it stay clocked at 1.4 Ghz. its an i7 so it wont really affect the gameplay. Please if anyone can tell me how to make throttlestop clock my CPU at 1.4 Ghz then please tell me. it will really be a big help

dolphin only uses 2cores...
it doesnt matter if i3/i5/i7
only the clockspeed matters...

dont play on our bed...
and clean the fan
(not with the vacuum cleaner, it will destroy the fan)
just blow some air into it

It's throttling to keep the temperature under control. Preventing it from throttling is a REALLY bad idea, your system will likely shut down to prevent damage to the cpu.
