This definitely sounds like a rogue system bottleneck of some kind. Honestly I would expect more from a 460 as far as pixel pushing goes. For reference, my laptop with a 660M and an i7-3610QM can run wind waker and Super Mario Sunshine at 3x IR with nearly constant full speed. Haven't tried something as demanding as the galaxy games.

I may have a defective gpu or something odd going on but not sure if it has any impact on losing fps at higher IR's. I've posted about this at multiple forums including the Hardware discussion thread in in Delfino Plaza here and the official Nvidia forum but no one has any clue what's going on. Anyways maybe I can get some help getting to the root of things..

Alright at 1x IR I get 137fps max on the space ship in SMG2. Go to 2x IR I lose about 15fps then at 3x it drops another 40fps.

This is with OpenGL but I seem to recall similar issues with D3D as well.

Will test other games and re-test with D3D to see how performance fares.

In Super Mario Galaxy 1/2; it's absolutely normal to lose FPS as you raise the IR.

Well I'm gonna test other games. Any idea what games to test or not to test? Talking the more popular titles here like Resident Evil games, Dragonball Z, Donkey Kong, Mario, Zelda, Metroid, Kirby that don't drastically lose performance with higher IR's. What if I disabled cpu efb access to test SMG1/SMG2?

Btw with the JIT optimizations wouldn't it have theoretically reduced the cpu load giving more cpu time for other operations?

I can't maintain 60 FPS in that game with VSync enabled at 3x IR with an HD7950 and i7-4770k.
No AA
When selecting a world for SMG2, I never stay at 60 FPS.
Edit: To be clear, gameplay is 60 FPS, world/level selection is not.

I think this PR resolved my issue: https://github.com/dolphin-emu/dolphin/pull/1665

Since that I'm experiencing much better performance with higher IR enabled, even games that utilize cpu -> efb access such as Super Mario Galaxy 1/2.
