Any way to get melee running at full game speed on my laptop?

I have windows 7 64-bit
processor is intel core i5 cpu m 520 2.40 GHz
right now when in matches against CPUs or on netplay it runs about half game speed sticking around 30-35 FPS. is there something I can do to improve performance?

Yes I am using D3D and I'm using the version of dolphin that's used for melee netplay. it's 4.0-7840

Well you fixed your GPu drivers in the other thread.
Have you made sure there are no pending Windows updates?
Are you using High Performance power profile for Windows and have your laptop plugged int the power adapter?
Have you run the DirectX Web installer to make sure you aren't missing any DirectX files?

There is a pending windows update. I'll do that overnight
My laptop is always plugged in and yes it is on high performance mode
I might be missing directX files but I'm not entirely sure. where can I check?

After the windows update and the download from the link you just sent I saw no improvement, it's still at about 30-35 fps when in a match
