I downloaded The Tortoise svn And I looked some post here but still I can not patch it, any tutorials that I is more specific

Applying patches is some complex shit. Unless you're willing to learn how to use Git and compile Dolphin yourself, you're out of luck.
Of course, there's always the possibility that someone'll be benevolent enough to compile a build for you if you give them the patch. I'd love to, but I can't, since I don't have a functional Windows install. v_v

I Would Like to watchdog for speed patch if you can with the latest version of dolphin that is the 3.5-367, If Someone compile the patch for dolphin, I appreciate you all.

3.5-367 isn't the latest. Latest development build currently is 3.5-1267 -> http://dolphin-emu.org/download/
That patch is obsolete and wouldn't work with the current source. I wouldn't waste your time thinking about this anymore since it's just not going to work.
